These developments along this portion of Winchester continue to exclude the incorporation of a sidewalk due to an old agreement with the original land owner. There is becoming a burden on the town to develop this stretch of road where there is a sudden halt of side walks on either side. While the developer does not HAVE to build sidewalks, they CAN if they choose to. If not the town needs to be planning for finishing this stretch of Winchester to create a safer road for walkers.
