This is just passing on even more expense to the next lots and freeing the owners of their share. The east bound lane here is already a bottleneck section of Winchester as there are 3 lanes on either side. This land has long gone unimproved and is a hazard for pedestrians traveling east bound due to a lack of sidewalks. There is currently signaling being installed at Shea and Winchester as a result of increased traffic volume indicating a further need for the timing of these improvements.
